between 12 and 1 pm *Note: the background music on the video was taken from a live rap given at the rally (musicians unknown) I contacted my council person by phone and email in May of 2007 several times but received no response. I met with an assistant county attorney in the fall of 2007 who recommended bringing the matter to the police. I talked with a policeman by phone about the matter early in 2008. The police officer recommended I contact my council person, as he could do nothing about the violation without their direction. I emailed the councilmember in district 7 where the alleged violation occurred with no response. On
June 25th, 2008, I emailed my new district 11 council person, Peggy

permit is in charge of overseeing the event for Parks and Recs. "Rudy

It shall be unlawful for any person to make a political speech or hold a political gathering or distribute political cards, placards, propaganda or literature, or to tack cards, posters or placards on the trees or buildings, in any public parks. Any person violating this section shall be fined not less than ten dollars ($10.00) nor more than one hundred dollars ($100.00) or shall be imprisoned for not less than ten (10) days nor more than thirty (30) days for each offense. How many political, propaganda signs do you suppose were posted? At least one political speech was made while I was present and more followed. Political placards were placed on buildings and all over the premises, political literature was given out. Yet the attorney for KCIRR said, "that's not a political event....we're not in violation of the ordinance...we're not promoting any particular law"
